Background
Welthungerhilfe (WHH) has been working in today’s South Sudan since the late 1990’s. Since the country’s independence in 2011, WHH has implemented 95 projects with an overall portfolio of over 350 million Euro. In 2023 alone, we supported more than 800,000 people through 17 projects in three states: Northern Bahr el Ghazal, Unity and Eastern Equatoria. WHH receives institutional grants from German federal funds (GFFO, BMZ, GIZ), UN and the European Trust Fund (EUTF) via WFP. Welthungerhilfe’s main areas of work in South Sudan are emergency aid, food security, agriculture and environment, WASH and infrastructure rehabilitation, under the overarching umbrella of climate resilience and adaptation. Established in Germany in 1962 under the FAO-led campaign against hunger, it currently operates in 36 countries globally.
About the position/ objectives
Welthungerhilfe (WHH) South Sudan requires a functional compliance system in the country office at all levels in project locations for ensuring that the employees, volunteers, service providers, partners and stakeholders are informed about WHH policies, rules and regulations are in embedded in day-to-day WHH operations. Compliance Expert support organization manage risks, prevent, detect and response by ensuring business operations are performed in compliance with WHH and country national and local laws.
The Compliance Expert reports directly to the Deputy Country Director/ Compliance Manager and works closely with Area-based Compliance Coordinators.
Key responsibilities:
- Lead the Compliance component with clear vision and innovation; inspire and influence the team.
- Model the highest standards of integrity and communication both internally with WHH SSD teams and externally.
- Lead a collaborative and cooperative approach across all the aspects of Compliance, maximizing synergies and efficiencies, and contributing to integrated area-based programming.
- Collaborate with human resource department to ensure the implementation of consistent disciplinary action approaches in cases of compliance violations
- Identify and assess areas of significant risk and implement effective risk management strategies
- Report potential violations to the Country Director, Compliance Manager or to HQ Legal and Compliance Unit
- Ensure all WHH staff are aware of Code of Conduct, coordinate classroom training sessions with Compliance Coordinators and Compliance Manager
- Promote and ensure access to safe, confidential reporting channels (Whispli)
- Ensure setting up of CRM access points (suggestion boxes) in each project site
Your profile:
- Relevant University degree in Business Administration, Finance, Accounting, Law, or related Field
- Minimum of three years’ work experience in a similar position; preferably with a large INGO operating in multiple locations and/or government.
- Extensive understanding of donors’ rules and regulations (BMZ, GFFO, UN agencies etc.) and of laws of Government of South Sudan.
- Knowledge of PSEAH, safeguarding and Code of Conduct principles.
- A high level of mental and physical resilience and readiness to travel to areas with volatile conditions. Very good communication skills and ability to build positive relationships across departments and project field locations.
- Strong computer skills (MS Excel, MS Word at a minimum) and ability to learn new systems and IT software
- Ability to work independently, and to assess risk and prioritize accordingly.
- Ability to work under pressure with minimum or no supervision.
- High level of mental and physical resilience and readiness to travel to remote WHH Project locations for extended period.
- High level or integrity.
