Background:

Welthungerhilfe (WHH) has been working in today’s South Sudan since the late 1990’s. Since the country’s independence in 2011, Welthungerhilfe has implemented 87 projects ranging from rapid disaster relief to reconstruction and long-term development cooperation projects with local partners, with an overall volume of over EUR 420 million. Through 19 projects in five states (Northern Bahr el Ghazal, Unity State, Western, Central and Eastern Equatoria), we supported 610,000 people in 2020 alone. Welthungerhilfe receives institutional grants from German federal funds (GFFO, BMZ, GIZ), UN (WFP, FAO, SSHF) and the European Trust Fund (EUTF). WHH SSD primary areas of work in South Sudan are food security, agriculture, food systems, nutrition, WASH and infrastructure rehabilitation, under the overarching umbrella of climate resilience and adaptation. Established in Germany in 1962 under FAO-led campaign against hunger, currently operates in 36 countries globally.

Project background:

Welthungerhilfe (WHH) has secured a multi-year funding from WFP to implement an integrated Programme of Social Safety Nets (SSN), Asset Creation and Livelihoods (ACL) and Smallholder Agriculture Market Support (SAMS) under various funding streams. The programme aims to build community’s resilience against economic, social and environmental shocks while strengthening the existing capacities to improve households copying strategies, build long lasting relationships among the target participants and Private sector and tackle climate change and natural resources conservation. The programme will be implemented in Aweil West and Aweil North counties of Northern Bar El Ghazal state targeting 40,880 individuals across the two counties.

Position background:

The Area Coordinator – Agriculture and Rural Developmentprovides technical expertise to Area-based programming in Agriculture and Economic Development throughout all sectors in Welthungerhilfe’s Project locations in the area of deployment. The post holder promotes integrated programming through a lens of sustainable and resilient Food Systems and oversees the implementation of appropriate Agriculture and Economic development approaches to emergency, transitional and development response in the area of deployment, being a key WHH counterpart for all relevant stakeholders in the area. The Area Coordinator – Agriculture and Rural Development reports to Area Manager, with technical line management of Agriculture and Rural Development Expert (ARDE) based in the Country Office.

The post holder reports to the Head of Project with technical line management from CO_based Agriculture and Rural Development Expert (ARDE).

Key responsibilities:

  • Lead the programmatic component with clear vision and innovation; inspire and influence the team.
  • In close cooperation with the ARDE, provide technical advice and guidance to the area-based Heads of Projects and project teams on feasible contextualized measures in selected value chains and rural development that are climate-sensitive and appropriate to the context in their projects and sectors with focus on resilience building and improved natural resource management.
  • Contribute to high-quality project design incorporating project management standards and MEAL methods, appropriate to scope, context, and technical requirements of projects (in line with WHH global standards and strategies)
  • Participate in the development of innovative technical agricultural solutions in line with WHH’s Country Strategy and WHH’s global strategy, with particular focus on climate-sensitive food systems.
  • Contribute to identifying trends, donor priorities and partnership opportunities.
  • Provide technical support to the technical teams and Heads of Projects through site visits, coaching/ mentoring events and trainings on application of Food systems approach and other models for agriculture and economic development.
  • Participate on project’s budget development and budget review meetings.
  • Ensure that WHH SSD Communications Unit has relevant and up-to-date information about Food security and Economic Development activities.

Your profile:

  • Technical expertise in Agriculture, Agri-Business and/ or Rural development obtained from education (graduate degree level) and field experience in similar contexts
  • Minimum 3 years practical experience in implementation of SSN, ACL or SAMS projects 
  • Proven experience of working with rural communities. Experience in Community based participatory planning approaches is desirable.
  • Good understanding of community mobilization and participatory methods 
  • Mature and confident to deal with state/county authorities, communities, and community leaders. 
  • Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships. 
  • Ability and willingness to travel to the field sites.
  • Strong management, coaching and mentoring skills required.
  • Strong organizational skills as well as interpersonal skills.
  • Ability to work in a fast paced/changing, deadline-oriented environment.
  • Solid presentation and interpersonal skills and ability to convey information effectively and clearly.
  • Experience providing trainings and staff development is a plus.
  • Proven sense of professional discretion, integrity, and ability to work well with others in stressful situations.
  • Fluency in English is essential. Local Dinka language is an asset.
