Welthungerhilfe (WHH) has been working in today’s South Sudan since the late 1990’s. Since the country’s independence in 2011, Welthungerhilfe has implemented 87 projects ranging from rapid disaster relief to reconstruction and long-term development cooperation projects with local partners, with an overall volume of over EUR 420 million. Through 19 projects in five states (Northern Bahr el Ghazal, Unity State, Western, Central and Eastern Equatoria), we supported 610,000 people in 2020 alone. Welthungerhilfe receives institutional grants from German federal funds (GFFO, BMZ, GIZ), UN (WFP, FAO, SSHF) and the European Trust Fund (EUTF). WHH SSD primary areas of work in South Sudan are food security, agriculture, food systems, nutrition, WASH and infrastructure rehabilitation, under the overarching umbrella of climate resilience and adaptation. Established in Germany in 1962 under FAO-led campaign against hunger, currently operates in 36 countries globally.
About the position/ objectives
The role of the of the Program Accountability and Learning Expert is ensuring robust and responsive learning and accountability culture anchored on Program integration and to contribute to elevating the profile of WHH SSD in line with global and country strategy 2023 – 2026, resulting in WHH SSD becoming a go-to partner for key stakeholders.
The position will report to the Head of Program Implementation & Accountability.
Key responsibilities:
- Lead the Program Accountability and Learning component with clear vision and innovation; inspire and influence the team.
- Lead the development and implementation of the Country Accountability and Learning Framework and support Compliance Manager to ensure the role-out of the Community Response Mechanism (CRM).
- Ensure Accountability and Learning principles are integrated into all project components, promoting collaboration, learning, and adaptive management to achieve program objectives.
- Support Area Managers in integration of WHH programs and development of area-level program strategies aligned to the country strategy.
- In collaboration with the Heads of Program, lead the design, preparation, organization, and implementation of project identification studies (needs, vulnerability, feasibility, climate risk, resilience vulnerability, conflict assessments etc.).
- Support in recruiting, mentoring, and onboarding new MEAL/Accountability team members and Consultants, ensuring they are set up for success and familiar with the program’s gender, climate resilience, protection, diversity and inclusion strategy and how this relates to their role.
- In close cooperation with sector Experts, Business Development Expert and Heads of Program, identify opportunities for innovative work promoting issues around program development and quality.
- Represent WHH SSD’s Learning and Accountability interests and position the organization at relevant meetings, platforms and events.
Your profile:
- Master’s degree in international development, social sciences, organizational learning, knowledge management, or a related field.
- At least 5 years of relevant experience in international development, with a minimum of 3 years in a senior coordination, MEAL or program management role preferably in conflict or post-conflict context.
- Demonstrated expertise in applying Accountability and Learning principles, adaptive management, and knowledge management in complex emergency and development projects.
- Experience working on resilience programming and sound knowledge of programming principles and concepts, including cross-cutting approaches (gender, protection, climate resilience, peace etc.).
- Excellent facilitation, collaboration, and communication skills, with the ability to engage effectively with diverse teams, stakeholders, and partners.
- Demonstrated commitment to PSEAH (Prevention of Sexual Exploitation, Abuse and Harassment) and principles of Diversity, Equity, Belonging, and Inclusion (DEBI)
- Proven relationship building skills and ability to work collaboratively and effectively in cross-cultural settings and with a wide variety of organizations by fostering open communication.
- Strong coordination, organization skills, system and critical thinking and analysis; solution-oriented attitude
- Excellent communication skills, including fluent spoken and written English.
